200 Chairmanship. Except where Standing Orders otherwise provide, the President of the Conference is [. . .] chairman of all [. . .] committees of which he or she is, ex officio, a voting member.

201 Ex-officio Membership. In this and the next Part of Standing Orders and in Standing Orders 490 (i) and 971(1) the phrase ex-officio members refers to the President, Vice- President, Secretary, ex-President, ex-Vice-President, President-designate and Vice-President-designate of the Conference. 202 Expenses and Loss of Earnings. (1) This Standing Order applies to all boards and committees appointed by the Conference (in this Standing Order called parent bodies ) and to all subordinate committees, sub-committees and working parties appointed by or on the authority of a parent body. (2) All sums payable under this Standing Order shall be paid out of the funds administered by the relevant body, or if none out of the Methodist Church Fund. As to the Methodist Church Fund see S.O. 361. (3) The expenses of the members of all bodies to which this Standing Order applies (including sums necessarily paid to carers), incurred in attending the meetings or doing the work of the relevant body, shall be reimbursed, if desired. (4) A loss of earnings allowance shall be paid, if desired, in accordance with clauses (5) and (6) below, to all members of the Methodist Council and of any other bodies to which this Standing Order applies and which are specified for this purpose under clause (7) below. (5) The amount of any such allowance shall be the amount of the loss of earnings actually sustained by attending a meeting of the relevant body, or the maximum determined under clause (6) below, whichever is the less. (6) The Methodist Council shall determine annually for the next connexional year the maximum daily allowance for loss of earnings. (7) Each parent body shall specify annually for the next connexional year which bodies, if any, from among that parent body and its subordinate bodies, shall qualify for loss of earnings allowances.

203 Appointments. (1) This Standing Order relates to all bodies appointed by the Conference, subject to any provision in any legislation or trust deed which may apply in a particular case. As to the provisions governing NCH Action for Children see S.O. 240 and the notes to that Standing Order. The membership of the Central Finance Board is governed by regulations 2 to 6 of the Second Schedule to the Act of 1960 (Vol. 1, p. 65). The chief departures from the general provisions of S.O. 203 are that district representatives are effectively appointed by the Synods instead of nominated by them for appointment by the Conference, and that the appointment is for such period as the Synod may specify or, if no period is specified, for three years. (2) The nominations to be brought before the ensuing Conference for appointment to these bodies shall be made not later than the end of April in the case of nominations by the bodies themselves, and during the spring Synod in the case of nominations by Synods. (3) In appointments for which nominations are brought either by the bodies themselves or by Synods no person may be so nominated to the same body in the same category for more than six years in succession, except by a two-thirds majority of those present and voting in the nominating body on a ballot vote taken after all proposals for nomination have been made, those for re-nomination containing a record of attendances and the special reason for re-nomination. (4) Where nominations are made by the bodies themselves consideration shall be given to the composition of the body as a whole with regard to the age, sex, and ethnic origin of its members, and (subject to Standing Order 010) the diversity of experience and opinion in the church, including minority views. (5) Where nominations are made by the bodies themselves members of the Conference are entitled to add other names by notice of motion on the first day of the Representative Session. (6) Where each home Synod is entitled to nominate a person or persons for appointment under this Standing Order any such Synod may also nominate and the Conference may appoint a substitute for any such person. (7) [. . .]

204 Lists. (1) The secretaries or conveners of committees appointed by the Conference shall supply to the Secretary of the Conference, for inclusion in the Conference Agenda, lists of the names, including one Christian name, of each person nominated, distinguishing those proposed for re-appointment and those proposed for the first time. (2) Similar lists of the persons appointed by the Conference shall also be supplied, with the full postal address of each lay person, to the Secretary of the Conference for inclusion in the Minutes of Conference.

205 New Members. The secretaries or conveners of such committees shall inform all newly appointed members [. . .] of the fact of their appointment.

206 Particulars of Nominees. (1) All new nominations for [. . .] committees, commissions or other [. . .] bodies appointed by the Conference shall be supported by brief particulars (up to 15 words) of the nominee. (2) These particulars shall, unless printed in the Conference Agenda or in a notice of motion, be displayed by notice in the Conference hall.

207 Special Days. The Methodist Council may recommend to the Conference the observance by the Church of special days for prayer and the consideration of particular concerns.

210 The Methodist Council. (1) There shall be a Methodist Council appointed annually by the Conference which in addition to the ex-officio members shall consist of: (i) the assistant secretary of the Conference; (ii) the connexional Treasurer and three other treasurers appointed under Standing Order 311(1) or (2), chosen by the connexional Treasurer; (iii) six district Chairmen; (iv) ten circuit ministers; (v) seventeen lay persons; (vi) the four Co-ordinating Secretaries or their representatives; (vii) the secretary for racial justice or his or her representative; (viii) the Property Secretary or his or her representative; (ix) the secretary of the Methodist Missionary Society; (x) two representatives appointed by the Conference of the Methodist Church in Ireland; (xi) the voting members of the Executive appointed under Standing Order 213(1), if not members of the council in another capacity; (xii) a representative of the Methodist Diaconal Order, nominated by the Convocation of the Order. For the ex-officio members see S.O. 201. (2) The persons appointed under heads [. . .] (iv) and (v) of clause (1) above shall be nominated for a period of three years by each home Synod in turn. The Conference shall direct annually which Districts shall be represented by their Chairmen and which shall nominate lay representatives or circuit ministers. See S.O. 203. (3) The Secretary of the Conference shall be the secretary of the council. (4) The council shall meet not less than four times in each year. (5) The council may invite observers from other churches and Christian bodies.

211 General Powers. (1) Between the close of any Conference and the opening of the next succeeding Conference the council is authorised to act on behalf of the Conference, provided that such action is not contrary [. . .] to the Deed of Union or Standing Orders or to any subsisting resolution of the Conference. (2) The council is charged with responsibility to keep in constant review the life of the Methodist Church, to study its work and witness throughout the Connexion, to indicate what changes are necessary or what steps should be taken to make the work of the Church more effective, to give spiritual leadership to the Church and to report annually to the Conference, bringing to the notice of the Conference matters to which it believes the Conference ought to give urgent attention. (3) For the purpose of discharging the responsibilities set out in clause (2) above the council shall: (i) ensure that the decisions of the Conference are fully implemented; (ii) supervise the general work of the connexional Team and report thereon to the Conference; (iii) ensure that a collaborative style of working is adopted throughout the connexional Team, so that a coherent policy may be followed and duplication and waste may be avoided; (iv) consider policies for future connexional work, advise the Executive on their implications for the Methodist Church Fund budget, and report to the Conference; (v) ensure that policies are considered and work is carried out in awareness of the church s world-wide ecumenical relationships and commitments; (vi) supervise the advocacy, raising and disbursement of those funds which are authorised by the Conference; (vii) advise the Conference on any special financial appeal to the Connexion.

212 Particular Functions. (1) The Council shall be responsible, with the advice of the Executive, for the adoption of the financial statement required by Standing Order 360 and its presentation to the Conference. (2) The council shall receive and consider the report of the Executive on the budget for the Methodist Church Fund, and make recommendations to the Conference on expenditure and on the amounts to be contributed by the Circuits through the Districts to the fund in the next connexional year. On the basis of the Executive s provisional assessment of the total sum required, the council shall give notice to the home Districts each November of the contributions which it proposes to recommend to the Conference, and its recommendations shall conform with these proposals. (3) The council shall from time to time recommend to the Conference the minimum stipends to be paid to ministers, probationers, deaconesses and deacons, including such additional allowances (if any) as are to be paid to superintendent ministers, district Chairmen, and persons in appointments to which Standing Order 114, 116A, 313 or 315 applies, and the amount of the grants and levies to be determined for the [. . .] connexional sabbatical grant scheme, and the initial payment to be made in accordance with Standing Order 754(2). (4) The council shall appoint an [. . .] Allowances Committee consisting of nine persons, of whom three shall be ministers and [. . .] one shall be a member of the Methodist Diaconal Order, which shall make recommendations to the council on the matters specified in clause (3) above and other matters related to allowances for and terms of service of ministers, probationers, deaconesses and deacons. (5) The council shall appoint annually a medical committee, whose responsibilities shall include those specified in Standing Orders 770(2) and 775(1). (6) The council shall each year recommend to the Conference what date it shall fix for the commencement of the next Conference and what date it shall provisionally designate for the commencement of the next Conference but one. (7) The council shall nominate to the Conference representatives for appointment to the World Council of Churches, the Conference of European Churches, the Council of Churches for Britain and Ireland, Churches Together in England, Action of Churches Together in Scotland, Cytun (Churches Together in Wales), the Group for Local Unity and the Free Church Federal Council. (8) The council shall receive and consider any representations which the Chairmen's Meeting may from time to time submit upon matters of connexional or district concern. For the Chairmen's Meeting see S.O. 230. (9) The council has full responsibility throughout the home Districts, subject to the supreme authority of the Conference, for all model trust property affairs and the building, legal and financial aspects of shared schemes under the Sharing of Church Buildings Acts 1969, and for that purpose is empowered to draw up its own regulations, subject to the approval of the Conference. (10) For the purposes of the Methodist Church Act 1976 and the Model Trusts the council is the connexional organisation authorised by the Conference to act generally on behalf of the Conference in relation to property affairs and constituted to discharge the responsibilities of the Property Division. As to (9) and (10) generally see the Model Trusts (Book II, Part 2), passim, and as to (10) in particular the definition of Methodist Council , (ibid. para. 1). (11) The council is empowered to give directions that artefacts, publications and records which are model trust property and which the council judges to be of historic significance to the Church and specifies for this purpose individually or by category shall not be sold, leased, lent or otherwise disposed of or parted with except by permission of the council and on terms approved by it. A list of property so specified shall be established and maintained in accordance with Standing Order 337(2). The council may make provision in the budget of the Methodist Church Fund for grants to the managing trustees of property on the list to ensure its proper care and safety. See also S.O. 936. (12) The council shall be the employer of every member of the connexional Team who is serving under a contract of employment.

213 Methodist Council Executive. (1) The Conference shall each year appoint an Executive of the council consisting of: (i) a chairman and eleven other persons, each appointed for a period of not more than three years; (ii) the connexional Treasurer; (iii) the Secretary of the Conference and the four Co- ordinating Secretaries as non-voting members; (iv) the assistant secretary of the Conference as a non-voting member, who shall be the secretary of the Executive. (2) The council shall bring nominations to the Conference for appointment under head (i) of clause (1) above. No person may be nominated in this category for a continuous period of more than six years. (3) The Executive shall be responsible for the detailed examination of the financial statement required by Standing Order 360 and for recommending its adoption by the council. (4) The Executive shall propose to the council the budget for the Methodist Church Fund, recommending the total amount required to be levied by the Conference for the next connexional year and the payments to be made from the fund, taking into account the priorities judged necessary by the council. See S.O. 361. (5) It shall also be responsible for advising the council generally in relation to all its other functions, in particular those set out in Standing Order 211(2) and (3).

214 [. . .] Committees. (1) In addition to those committees prescribed by Standing Orders the council shall appoint such [. . .] committees as may be necessary and shall determine their powers and functions. Members of committees appointed under this or other Standing Orders need not be members of the council unless otherwise specified. (2) With a view to the discharge of the council s functions under Standing Order 211(3)(vii) during the periods of the Conference the council shall appoint a [. . .] committee annually, consisting of the secretary of the council, the connexional Treasurer or his or her representative, a district Chairman from the council and a lay member of the next Conference, being one of the lay members of the council unless none is a member of the next Conference. (3) The Council may authorise any of the committees appointed under clause (1) above or Part 3 to invite observers from other churches and Christian bodies.

215 Delegation and Working Parties. (1) The council may delegate to the Executive or to any [. . .] committee any of its own powers and functions, except those of hearing appeals from such a body, and in particular may sub-delegate its powers to act on behalf of the Conference under Standing Order 211(1) or otherwise. (2) The Executive or any [. . .] committee may appoint working parties as necessary, the members of which need not be members of the appointing body. These working parties shall consider specific issues remitted to them. 216 Overseas Work (1) In every overseas District all the work shall be administered by the district Synod under the authority of the Conference exercised through the Methodist Council. The council is authorised, in consultation with the Synod, to make such local adaptations of Methodist organisation and discipline as are in the interests of the work and are consistent with the spirit and principles of the Methodist Church, and to issue codes of regulations and by- laws for the conduct of their business, subject always to the supervision and authority of the Conference. As to the appointment of Chairmen of Overseas Districts, see Book IV B, Part 4. As to the World Church Committee see S.O. 333. See also S.O. 721(1). (2) The council shall also exercise the powers conferred on it by the Constitution of the Methodist Missionary Society. See Book IV B, Part 3, and in particular Articles 5 and 10.

220 The New Room, Bristol. (1) The Conference shall annually appoint managing trustees for John Wesley's Chapel (the New Room), and 4 Charles Street (Charles Wesley s house) and 5 Charles Street, Bristol. The New Room is conference property, as to which see paras. 1, 2(dA) and 11A of the Model Trusts (Book II, Part 2). (2) The Trustees shall be: (i) the President and Vice-President of the Conference; (ii) the Chairman of the Bristol District; (iii) the principal of Wesley College, Bristol; (iv) the warden of the New Room; (v) the secretary of the World Methodist Historical Society (British section); (vi) not more than eighteen other persons. (3) The President shall be the chairman and the trustees shall appoint a secretary and a treasurer from among their own number. For the regulations governing the proceedings of the trustees see S.O. 910(5).

221 Aldersgate Memorial. (1) The Conference shall annually appoint a committee for the affairs of the Aldersgate Memorial and such other assets and funds as are related to it. (2) The committee shall consist of: (i) the ex-officio members; (ii) one Co-ordinating Secretary and the Property Secretary; (iii) two team members responsible for London affairs; (iv) the Superintendent of the London, City Road (Leysian Mission/ Wesley s Chapel) Circuit; (v) one of the treasurers appointed under clause (1) or (2) of Standing Order 311; (vi)the Chairmen of the London Districts; (vii) the secretary and treasurer of the managing trustees of the Aldersgate Memorial and one other managing trustee; (viii) the convener of the committee, appointed as such by the Conference. For London affairs see S.O. 303(ii) and 363. (3) The purposes of the Aldersgate Memorial shall be connexional purposes of the committee. In consequence the Aldersgate Memorial is connexional property (see para. 1 of the Model Trusts, Book II, Part 2) and is managed by connexional trustees (para. 2) appointed by the committee (S.O. 904). (4) The Aldersgate Memorial and any related assets or funds shall, without restricting or excluding the provisions of the Model Trusts otherwise applicable, be held for the following purposes: (i) the commemoration of the Aldersgate conversions of John and Charles Wesley in May 1738; (ii) the purposes of the Methodist Church with particular reference to the City of London.

222 Wesley s Chapel. (1) The Conference shall annually appoint a committee to be known as the Wesley s Chapel Conference Committee. (2) The committee shall consist of: (i) the ex-officio members; (ii) the Chairman of the London North East District; (iii) one Team member responsible for London affairs; (iv)the connexional Property Secretary; (v) the head master of The Leys School, Cambridge; (vi) the president of the Friends of Wesley s Chapel; (vii) the president and vice-president of the Old Leysian Union; (viii) two circuit stewards of the London City Road (Leysian Mission/ Wesley s Chapel) Circuit ( the Circuit ); (ix) two church stewards of the Wesley s Chapel and Leysian Centre Local Church ( the Local Church ); (x) the treasurers of the model trust property and funds of which the Church Council of the Local Church and the Circuit Meeting of the Circuit are managing trustees; (xi) nine persons, of whom three shall be ministers, nominated by the committee, to whom the provisions of Standing Order 203 (3) shall apply; (xii) the Superintendent of the Circuit, who shall be the convener. As to London affairs see S.O.303(ii), 363. (3) The responsibilities of the committee shall be to support and help in co-ordinating all the work of the Local Church and Circuit and to exercise any powers and perform any duties in relation to model trust property which the Circuit Meeting or Church Council, as managing trustees, may from time to time delegate to the committee, as they are hereby authorised to do without further consent. Although the committee is appointed by the Conference its powers over model trust property are confined to those of the relevant managing trustees, so far as those trustees may have delegated them (and have not withdrawn the delegation or acted themselves). The property remains local or circuit property, according to the purposes for which it is used, and all necessary consents and approvals to action under Part 9 are required in the usual way, as for other such property. 223 Westminster Central Hall. (1) The Conference shall annually appoint the managing trustees of Westminster Central Hall. Westminster Central Hall is conference property, as to which see paras. 1, 2(dA) and 11A of the Model Trusts (Book II, Part 2). (2) The trustees shall be the Chairman of the London South West District, who shall be chairman, a Team member responsible for London affairs, the Superintendent of the London Mission (Westminster) Circuit and not more than twenty-two other persons. As to London affairs see S.O. 303(ii), 363. (3) The trustees shall appoint a secretary and a treasurer from among their own number. For the regulations governing the proceedings of the trustees see S.O. 910(5).

230 Chairmen's Meeting. There shall be a meeting of the Chairmen of the home Districts not less than three times a year for the discussion of matters of mutual concern and reflection upon the work of God in the Districts and Connexion. The expenses of these meetings shall be pooled and charged to the District Expenses Funds of the Districts, assisted by a grant from the Methodist Church Fund.

231 Connexional [. . .] Panel. (1) The Conference shall annually appoint a Panel of persons from which members may from time to time be chosen to serve on [. . .] : (i) connexional Discipline Committees convened under Standing Order 023, 027A, 028A or 041 and connexional Pastoral Committees convened under Standing Order 013 or 042; (ii) connexional Appeal Committees convened under Standing Order 024, 033 or 042(4); and (iii) connexional inquiries conducted under Standing Order 022. (1A) [. . .] (2) There shall be three conveners of the Panel [. . .], responsible respectively for each of the heads specified in clause (1) above, together with such number of deputy conveners as may be appropriate [. . .]. All these persons shall be appointed from among the members of the Panel by the Conference or, if a casual vacancy occurs, by the President. A deputy convener may exercise any power, fulfil any duty or function, and occupy any position, conferred on the convener by any Standing Order.

240 NCH Action for Children. (1) In pursuance of the Scheme regulating NCH Action for Children the Conference hereby delegates its powers of administration and management to a General Committee, which may be known as the Council and shall be constituted in accordance with clause (2) below. The administration of NCH Action for Children (founded by Dr. T. B. Stephenson in 1869) is regulated by a Scheme dated the 18th October 1932, made by the Charity Commissioners. Standing Order 313 (as to ministerial and diaconal appointments to certain connexional offices) applies to NCH Action for Children. (2) The Council of NCH Action for Children shall be appointed annually by the Conference and consist of: (i) the Chairman of NCH Action for Children, who shall be appointed as such by the Conference and shall be the chairman of the Council; (ii) the Vice-Chairman of NCH Action for Children, who shall also be its treasurer, shall be appointed as such by the Conference, and shall be a member of the Methodist Church; (iii) the President and the Vice-President of the Conference, either or both of whom shall be entitled to appoint substitutes for their year of office; (iv) the Secretary of the Conference; (v) the Co-ordinating Secretary responsible for church and society affairs; (vi) fifteen other persons [. . .]. As to responsibility for church and society affairs see S.O. 303, 310(3). The Scheme provides for the property of the Home to be held by trustees, appointed by the Conference. They were incorporated by certificate of the Charity Commissioners dated the 14th March 1933. (3) The Council shall bring nominations to the Conference for appointment under head (vi) of clause (2) above, of whom: (i) at least half shall be members of the Methodist Church; and (ii) three shall (whether or not they qualify under (i) above) be persons recommended by a national forum convened under clause (5) below. (4) Standing Order 200 [. . .] shall not apply to the Council but Standing Orders 202 to 206 shall apply. (5) The Council shall arrange for an annual NCH Action for Children/Methodist Church Consultative Forum, whose purpose will be: To develop and improve resources for children and families in need by ensuring the exchange of ideas and information on policies, operations and financial strategy between NCH Action for Children and the Methodist Church. Regional consultations shall also be arranged from time to time. (6) The Council shall appoint subsidiary and project committees as required.

241 Methodist Homes for the Aged. [. . .] The Conference shall exercise its powers of appointing and removing managing trustees of Methodist Homes for the Aged in such a way as to constitute a board of managing trustees consisting of: (i) the president of Methodist Homes for the Aged (ii) the chairman and the treasurer of Methodist Homes for the Aged; (iii) the chairman and the treasurer of Methodist Homes Housing Association; (iv) the co-ordinating secretary with responsibility for the care of older people; (v) twelve other persons. The trusts under which Methodist Homes for the Aged operate are declared by a deed of 25th July 1978 whereby the managing trustees of Methodist Homes for the Aged are to administer its property and affairs and are to be appointed and removed by the Conference, except in so far as by Standing Order it delegates its power of appointment.

242 Methodist Publishing House. (1) There shall be a Methodist Publishing House managed by a board appointed by the Conference. Cl. 21(ii), (iii), of the Deed of Union (Book II, Part 1) empowers the Conference to continue or establish printing or publishing offices on behalf of the Church. This continues a long tradition of such activity, originally under the name of the Book Room. (2) The board shall consist of: (i) a lay chairman, who shall be responsible to the Conference for all matters within the responsibility of the board; (ii) four other lay members; (iii) one circuit minister; (iv) one Co-ordinating Secretary and one other member of the connexional Team appointed by the Methodist Council; (v) one representative of the Faith and Order Committee; (vi)two members of the editorial committee, appointed by the committee; (vii) the Secretary of the Conference or his or her representative. As to the Co-ordinating Secretaries see S.O. 310.

(3) The board shall be responsible to the Conference for the production and distribution, in the name of the Church, of such books and other publications as the Conference may from time to time direct, including constitutional documents, connexional records, hymn books, orders of service and similar material and also, subject to any directions which the Conference may from time to time give, for: (i) furnishing appropriate services to the Connexion generally; (ii) publishing services undertaken on behalf of other conferences and churches; (iii) other publishing services, as recommended by the editorial committee. (4) The board shall be responsible for maintaining the Epworth Press imprint for books and other publications which contribute to the advance of theological, biblical, historical and related studies or are generally of an educational nature, and shall make adequate provision in the budget for the purpose. (5) In order better to fulfil its responsibility the board shall have authority to enter into agreements with other publishing houses.

(1) There shall be an editorial committee of the Methodist Publishing House consisting of seven members appointed by the Conference, of whom not less than three shall be ministers and not less than three shall have knowledge of current academic theology. (2) The Conference shall appoint one of the members of the committee to be its chairman. (3) The committee shall be responsible for selecting titles for publication, subject to available finance, under the Epworth Press imprint. (4) The committee shall also, at the request of the board, advise on other material submitted for publication and on general editorial policy.

243 Board of Management for Methodist Residential Schools. (1) The Conference shall exercise its powers of appointment under the Methodist Secondary Education Trust Deed 1903 in such a way as to constitute the Board of Management for Methodist Residential Schools as follows: (i) the ex-officio members specified in Standing Order 201; (ii) the chairman of the board; (iii) the Co-ordinating Secretary responsible for education affairs; (iv) the secretary, as appointed from time to time by the board; (v) one person nominated by the governors of each of the schools held upon the Methodist Secondary Education Trust Deed; (vi) six persons nominated by the connexional Education Committee; (vii) two persons nominated by the Methodist Council; (viii) up to six other persons. As to responsibility for education affairs see S.O. 303(iv), 310(3). As to Methodist residential schools see also S.O. 343. As to the connexional Education Committee see S.O. 339. (2) The board shall bring nominations to the Conference for the appointments to be made under heads (ii) and (viii) of clause (1) above.

250 Youth Conference. (1) There shall be an annual Methodist Youth Conference, consisting of: (i) up to two eligible members of the Church appointed by each home Synod in its Representative Session, and (ii) any other qualified persons who may wish to attend. (2) For the purposes of clause (1) above and Standing Order 417A: (i) the eligible members under clause (1)(i) are those who are members in the District and are 13 years or over but under 26 on the 1st September in the connexional year in which the youth conference is to meet, and (ii) the qualified persons under clause (1)(ii) are those who are involved (whether or not as members) in the life of the Methodist Church and are 13 years or over but under 26 on the 1st September as above. (3) The youth conference shall: (i) consider and express its conclusions on such matters of interest or importance to the Methodist Church as it may choose, especially although not exclusively as they affect young people; (ii) adopt and submit to the Methodist Conference, as it may think fit, resolutions on any connexional subject; (iii) appoint annually an executive committee with the following membership: the youth president, elected annually by the youth conference; ten persons from amongst the members of the youth conference; one person elected by an annual conference of presidents and secretaries of student Methodist Societies. (4) Any resolutions adopted by the youth conference under clause (3)(ii) above shall be printed in the Agenda or otherwise circulated to the Conference and shall become part of its business. (5) The members of the youth conference appointed under clause (1)(i) above shall elect four of their number to be members of the next Methodist Conference. See cl. 14(2)(xA) of the Deed of Union (Book II, Part 1) and S.O. 102(5). (6) The youth conference shall have power to regulate its own procedures and to make arrangements for its own next meeting. (7) The connexional Team is responsible for furnishing any administrative services required for the youth conference and for making any arrangements for its meetings not made by a preceding conference.
